Learning outcomes

This course intends to provide students with the competencies to analyze the context of public services in Italy, with a particular focus on public utilities. In addition, the course aims to develop in students critical understanding of the role of public vs. private actors in public service management. Moreover, the course will offer some managerial tools to improve service quality according to a customer-oriented approach. In order to encourage students’ learning ability, real-life case studies will be presented and discussed.

Program

-The concept of public service
-Local public utilities between regulation and competition
-The role of public and private actors in public service management
-The Italian energy supply chain: natural gas and electricity
-The free markets of gas and electricity
-Environmental services, water services, local public transport
-Public utilities and regulatory instability
-The national energy strategy
-The Italian energy system and the challenge to sustainability
-The central role of the citizen-customer for service quality
-Service quality in health services and at University

Examination Methods

The learning objectives will be assessed though an oral examination. The students will have to demonstrate: a) to understand the context of public services in Italy, with a particular focus on public utilities; b) to be able to critically analyze and discuss the role of public and private actors in public service management, also with regard to real situations and case studies; c) to be able to apply the customer-centrality concept to public services in a managerial perspective.
