Learning outcomes
The teaching introduces the students to the comprehension of healthcare services’ organization’s, studying their management precepts. It focuses on dynamics and fundamental elements which allow the caring’s organization integrating different multidisciplinary caring process, choosing the intervention’s priorities and guaranteeing caring continuity. It analyze the professional responsibility, rights, obligations and work relation’s rules.

Module: SOCIOLOGIA DEI PROCESSI ORGANIZZATIVI

The curse topics are: introduction to organisational theory; the representation of organisational functionalities; the organisational culture and one more about organisational risk. Documents and slides are provided referring to the local and the national health systems.

The determinants of Health-:
- The concept and the meaning of health; the “determinants” of health; the constitutional right to the health.
- The role and the contribution of the Health Systems for attaining health.
The Health Systems and the Italian National Health Service (NHS)-:
- The different models of the world’s Health Systems, particularly the “National Health Service” [NHS].
- The Italian legislation and the development of the Health System in Italy: from a health insurance scheme to the National Health Service model. The central Government’s responsabilities and the regional and provincial Authorities’ duties in the health matters.
- The principles, objectives and duties of the National Health Service according to the Law No 833/1978 that established it.
- The need for health and the request for health services.
- Community diagnosis (ascertain the health of the population and the health services provided).
- Criteria and methods for priority setting.
The establishment of the health trusts in the NHS (Legislative Decrees No. 502/92, No. 517/93, No. 29/99): organizational setup and management of the Local Health Trusts (LHT)-:
- Organizational models of the LHTs.
- Methods for the organization of work and for integration: structural and functional departments; multidisciplinary/ multiprofessional teams; guidelines and procedures; organization of the activities into processes.
- Appropriateness, effectiveness and efficiency of the health services provided.
- Essential Health Services.
- Health information System: use of data and indicators for ascertaining the hospital performance and the population health.
- Health planning: national, regional and at health trust’s level.
- Monitoring and evaluation of the performance attained.
- Compulsory (institutional) accreditation of the health services according to the legislation in force.
- Integration between health and social security (welfare) activities.
- Hospital and Primary Health Care integration.
- The Medical records and the Discharge hospital form (SDO): legislative and operational issues.
- DRG (Diagnoses Related Groups): system for financing hospitals; coding system of the diagnosis and the procedures according to the ICD9-CM.
