Learning objectives
The course aims to offer specific knowledge in order to understand the structure and functioning of public administration in case of emergency, crisis or calamities. Public bodies’ organisation and structure are thus examinated under the ‘extraordinarity’ perspective. During the course, some specific legal emergency topics of special interest will be analysed. At the end of the course students will be able to understand the ‘emergency administration’ and its main critical aspects, with special attention on the procurement perspective.

Program
The course is divided in four parts.
Part 1: The organisation and functioning of public administration. Revision of the basic notions of administrative procedure, decisions and judicial review.
Part 2: The EU administration
-Administrative law in the EU perspective: direct and indirect administration
- Structures: the EU Commission, Agencies, Committees and Networks
- Procedures: the administrative procedure in the EU law perspective
- Justice: challenging EU acts
- Emergency administration in the EU
Part 3: Emergency administration in Italy
- Public bodies and prevention of risks and emergencies.
- The public administration of emergency: the civil protection organisation. Prevention, precaution and risk planning.
Part 4: Foreigners, migrants and public administration.
Administrative decisions relating to foreign people entering, living in and leaving the State
Administrative justice in migration law.

Evaluation criteria
The assessment will be based on the following criteria:
- the depth and breadth of knowledge gained;
- the property of language;
- the analytical and argumentative capacity;
- the capacity for critical reflection.
The mark will refer to the oral exam. The final assessment is expressed in 30ths.
