Learning objectives
The course is intended to provide the student with the knowledge of the fundamental notions of administrative law, both on the side of organisation and decision-making, highlighting its dynamic development and its relationship with both Constitutional principles and the European Union law.
At the end of the course, the student will be able to identify the relevant sources as well as elaborate on legal issues concerning the main topics and the subject, using an appropriate and specific vocabulary, reaching independent judgement on actual cases, adopting a method based on continuous learning and knowledge updating.

Program
During the lectures (48 hours, 8 CFU) the following topics of an institutional nature will be dealt with:
• The administrative activity: procedures and decisions; the use of discretionary power; the abuse of discretion and the invalidity of administrative decisions.
• Administrative agreements
• Basic notions and general framework of administrative organization.
• General framework of protection against public administration and judicial review of administrative action (basic notions).
During the workshop lessons (12 hours, 1 CFU) topics of particular relevance will be explored such as, for example, the regulation of the right of access, care of "common goods", the new frontiers of algorithmic administration as well as typologies, contents and techniques for drafting administrative documents.

Didactic methods
The course is divided into:
- 48 hours (8 CFU) of lessons dedicated to the transmission of the basic notions, key categories and fundamental application tools. The lessons constitute the deepening of the didactic material uploaded on the e-learning platform and made available from time to time before each lesson takes place.
Non-attending students can avail themselves of the support of the teacher for an updated manual study.
- 12 hours (1 CFU) of laboratory, to be carried out in the presence, in which the particularly topical issues indicated in the program will be explored using also jurisprudential material to be examined with students, providing for the group discussion of case studies and the guided resolution of concrete cases drawn from practice, and concrete experiences of activities and administrative organization will be analyzed with the possible collaboration of figures with specific skills.
Learning assessment procedures
Attending students: oral exam on the topics dealt with during the course and the workshop and the related teaching materials uploaded on the e-learning platform.
Non-attending students: oral exam on the entire programme.
ERASMUS students are invited to contact the teacher at the beginning of the course in order to properly plan their study. The exam is held in Italian.
Evaluation criteria
The exam is intended to verify knowledge of the fundamental categories of administrative law and the ability to contextualize the knowledge acquired within a systematic framework and to test the ability to reason in relation to legal questions arising within administrative law.
Marks are expressed in thirtieths.
The final mark results from the following criteria:
• intensity and extent of the students’ knowledge of the basics of the discipline;
• adequate terminology;
• capability to connect in a systematic framework the knowledge acquired;
• analytical and argumentative skills
