The course has the following educational objectives: - provide the knowledge necessary to understand the functioning of educational governance in the European context - provide the theoretical and methodological knowledge necessary to critically analyse the political developments of educational phenomena - provide the knowledge necessary to understand the intersectoral nature of educational policies, in particular following exogenous shocks to political systems such as economic crises, pandemics and wars. Program

The course addresses the main themes of educational governance in the European context, providing the conceptual and methodological tools required to understand the processes of policy formulation, implementation, and evaluation from a multi-level governance perspective.
Through the analysis of the main institutional actors, coordination mechanisms, and policy instruments, the course examines the governance of education and training in the European Union, as well as the relationships between the supranational level and national education systems.
Particular attention is devoted to the main theoretical perspectives and methodological approaches used in the study of education policy, with the aim of developing students' ability to critically interpret the evolution of educational phenomena and the decision-making processes that shape them. In this context, the course explores the Europeanisation of education policies, the instruments of public policy coordination, and the role of both institutional and non-institutional actors in defining educational priorities.
The course also examines the cross-sectoral nature of education policies, highlighting the interconnections between education, employment, innovation, social cohesion, and economic development. Special attention is paid to the impact of exogenous shocks to political systems, such as economic and financial crises, the COVID-19 pandemic, and international conflicts, on the reshaping of European education policy priorities and instruments, contributing to the emergence of new strategic agendas focused on skills, resilience, and lifelong learning.
By the end of the course, students will be able to critically analyse the instruments of European educational governance, understand their evolution over time, and assess their impact on national education systems. They will also be able to evaluate the implications of European education policies for individual Member States from a comparative perspective, applying the theoretical and methodological knowledge acquired to the analysis of case studies and recent developments in European Union education policy.

Didactic methods

The course is delivered in person only. No live streaming or lecture recordings will be provided.
Regular attendance is strongly recommended.
In addition to lectures, students are expected to participate actively in classroom exercises, discussions, and workshop activities.
All students are required to sign up to the course's e-learning platform.

Evaluation criteria

To pass the exam, students will be expected to demonstrate that they:
have understood the principles underlying the functioning of educational governance in the European context;
are able to present their arguments clearly, accurately, and coherently, without unnecessary digressions;
can apply the knowledge they have acquired to solve practical problems presented in the form of exercises, questions, and projects.
