Academic calendar
The academic calendar shows the deadlines and scheduled events that are relevant to students, teaching and technical-administrative staff of the University. Public holidays and University closures are also indicated. The academic year normally begins on 1 October each year and ends on 30 September of the following year.

TAF (Type of Educational Activity) All courses and activities are classified into different types of educational activities, indicated by a letter.
Type D and Type F activities
Le attività che consentono l’acquisizione dei crediti riservati alle attività formative a libera scelta dello studente (TAF D) sono le seguenti:
• Un insegnamento previsto nell’elenco delle attività formative (TAF D) allegato al piano didattico del corso di laurea Magistrale in Giurisprudenza;
• Un insegnamento attivato nei Corsi di studi afferenti al Collegio di Giurisprudenza;
• Un laboratorio didattico attivato nei Corsi di studi afferenti al Collegio di Giurisprudenza;
• Un laboratorio didattico attivato nei Corsi di studi afferenti al Dipartimento di Scienze Giuridiche;
• Un insegnamento previsto dall’Offerta Formativa di Ateneo, non impartito nell’ambito dei corsi di studi afferenti al Collegio di Giurisprudenza: il riconoscimento dei crediti acquisiti sarà subordinato alla preventiva presentazione di coerenti programmi formativi valutati dalla Commissione istruttoria per la didattica e approvati dal Collegio didattico.
• Attività formative organizzate dai singoli docenti del Collegio di Giurisprudenza o del Dipartimento di Scienze Giuridiche: previa approvazione del Collegio ad esse verrà attribuito, dopo un’apposita verifica, un credito per ogni 6 ore di frequenza obbligatoria;
• Attività formative che implicano la partecipazione a convegni o seminari organizzati sotto il “logo” del Dipartimento di Scienze Giuridiche o dell’Ateneo: devono essere preventivamente approvate dal Collegio di Giurisprudenza indicando un docente di riferimento del Collegio di Giurisprudenza ovvero del Dipartimento di Scienze Giuridiche. Un credito per ogni giornata di convegno o di seminario si acquisisce dopo apposita verifica che dimostri l’avvenuta fruizione culturale del tema del convegno o del seminario.
Le attività che consentono l’acquisizione dei crediti riservati alle ulteriori attività formative (TAF F) sono le seguenti:

Learning outcomes
Administrative law is the body of law that deals with the activities of State and local governments and it mainly focuses on: organisational and operational issues; the relationship between public admin-istration and citizens; public services delivered by private entities. Traditionally administrative law used to belong to the branch of public law but now it is increasingly influenced by EU law. This teaching module involves: administrative law 1; administrative law 2; ad-ministrative justice.
The course of Administrative law 1 deals with the basics of the discipline and focuses on changes taking place in the organization of Italian public administration and its relationships with citizens ac-cording to the principle of subsidiarity and the impact of European Union. It is aimed at offering the instruments to tackle and master the basics of the discipline in future undergraduate and postgraduate studies, as well as professional activity, with a problem solving approach.

I. The (inexhaustible) reasons for (the special nature of) administrative law.
I.2 Historical evolution of public administration
II. The sources of administrative law, with a particular focus on secondary legislation.
II.1. The problem of case law as a “source” of administrative law.

IV. The public administration: a fleeting concept.
V.1. The public administration as an organisation: the tension between legal science and business perspectives.
V.2.1. Rules on public organisation derived from constitutional principles.
V.2.2. Organisational structures: public officials, with a particular focus on problems associated with status as a public official (de facto officials and prorogatio).
V.2.3. Instruments for imputation: the representative and the public body, or munus and officium.
V.2.4. Relations between bodies: hierarchy and management, control, delegation, coordination.
V.2.5. Continued: the separation (or rather the distinction) between politics and administration: the problematic relationship between bodies with democratic legitimation and those with professional legitimation.

VI. The administrative system in positive law: general framework.
VI.1. Local public bodies, their functions and relations in accordance with the combined provisions of Articles 5, 114, 118 and 120 of the Constitution.

The organisation of the state as a disaggregated organisation (central structures, i.e. ministries, and peripheral structures; autonomous administration, specifically companies and agencies; independent administrative authorities) and the organisation of other local government bodies (regions, metropolitan cities, provinces and municipalities).

VI.5. The long-standing problem of public organisation within a private law framework: companies under (partial) public ownership.
VI. The legal rights of individuals under administrative law.
VII.1. The power of the public administration and the (fundamental and essential) distinction between restricted power (?), pure discretionary power and so-called “technical” discretionary power.
VII.2. The private individual and the power of the public administration: legitimate interests as a) individual legal interests, b) substantive legal interests, and c) establishing a right to compensation.
VII. Public services: subjective and objective conception. So-called public service obligations.
VIII. The principle of subsidiarity.
TEACHING METHODS
The teaching methods involve face-to-face lessons for the purpose of learning basic concepts and systematic linkages as well as strategies for reasoning and argumentation in order to interpret the relevant legislative provisions and to structure solutions to practical problems.
Non-attending students: The teaching methods involve teacher-led support for the study of up-to-date textbooks.

Examination Methods
ASSESSMENT METHODS AND CRITERIA
With regard to attending students, the exam covers the concepts, issues and problems carried out during the lectures as well as those presented in the recommended manual limited to the chapters indicated
With regard to non-attending students, the exam covers the concepts, issues and problems presented in the recommended manual limited to the indicated sections.
The examination is comprised of a written paper, which will be comprised of four essay questions, and an oral discussion which will be involve a discussion of the written examination.
Marks are expressed in thirtieths.
Evalutation criteria of written paper:
- intensity and extent of knowledge of the fundamental disciplinary categories of this area of law;
- capacity to deploy them in a systematic manner;
- adequate terminology;
- logical order, consistency and clarity in the presentation.
Evalutation criteria of oral discussion:
- capacity for reasoning and argumentation,
- capacity to correctly structure solutions to practical problems relating to the subject matter of the programme;
- adequate terminology;
- logical order, consistency and clarity in the presentation.
ERASMUS students
ERASMUS students are invited to contact the teacher responsible at the start of the course in order to be set a specific topic to be analysed in greater depth in a course essay. That essay will then be the object of an oral discussion in the examinations scheduled within the academic calendar.

Language skills
In the Study Plan there is the following indication:
“Knowledge of a foreign language (English, French, German, Spanish) - CLA Certification”.
The expected credits (CFU) are 3 in type “E” activities.
The 3 credits can be acquired in the following ways:
i. dedicated teachings of the Degree Course: passing the examination of one of the foreign language teachings organised in the Degree Course + in-person registration of the credits;
ii. certification at the University Language Centre (CLA – Centro Linguistico di Ateneo): minimum required level B1 (complete examination).
Procedure:
Student – enrollment at the University Language Center (CLA) for taking the tests + passing the tests + enrolment in a special list for credit registration.
University – credit registration (without attendance).
iii. recognition of an external language certification as equivalent (procedure: https://cla.univr.it/it/servizi/riconoscimento-delle-certificazioni-linguistiche-esterne).

Graduation
Internships
Internships are aimed at enabling students to gain direct knowledge of the world of work and to acquire specific professional skills.
Internships are carried out under the responsibility of an individual lecturer, and can be carried out in professional firms, public administration bodies and companies recognised by the University of Verona.
Any CFU credits gained by doing internships will be recognised and recorded by the University in accordance with the relevant University regulations in force (Regolamento d’Ateneo per il riconoscimento dei crediti maturati negli stage universitari).

Student mentoring
Tutoring services are managed by the Department of Law and provide the following types of activities:
- welcome and orientation (orientation tutoring)
- support to inclusion and accessibility (specialized tutoring)
- social media management (orientation tutoring)
- support to Panopto for Workers project (facilitator tutoring)
- support to teaching and to thesis drafting (educational tutoring).

During the course of the year, the Quality Assurance body of the Degree Course continuously monitors the tutoring activities provided.
A ‘mentor’ is identified for each student. Mentors are appointed among the members of the faculty who serve in the Quality Assurance body of the Degree Course.
The following categories of mentors are provided:
A) mentor for orientation –at the request of the students entrusted to him/her, the mentor contributes to the structuring of their study plan, as well as to help familiarise with the university environment and with the specific ways of organizing time and methods for studying;
B) mentor for students whose career is not in line with the Course schedule – this mentoring facilitates the completion of the study plan and graduation; responsibility for this is entrusted to the Quality Assurance body of the Degree Course, which takes the necessary organisational measures.
