Learning outcomes
The course aims to offer specific knowledge in order to understand the structure and functioning of public administration in case of emergency, crisis or calamities. Public bodies’ organisation and structure are thus examinated under the ‘extraordinarity’ perspective. During the course, some specific legal emergency topics of special interest will be analysed. At the end of the course students will be able to understand the ‘emergency administration’ and its main critical aspects, with special attention on the procurement perspective.
Program
The course is divided in four main parts.
Part 1: The organisation and functioning of public administration. Revision of the basic notions of administrative procedure, decisions and judicial control.
Part 2:
- Public bodies and prevention of risks and emergencies.
- The public administration of emergency: the civil protection organisation. Prevention, precaution and risk planning.
Part 3:
- EU administration: structure and functions.
- EU administrative procedures
- EU emergency administration
Part 4
- Immigration: agencies, procedures, decisions and justice.

Oral exam. The exam aims to ascertain the knowledge of the subject–matter acquired in the four parts of the programme and the understanding of the topics covered.
