Learning objectives

The course aims to offer specific knowledge in order to understand the structure and functioning of public administration in case of emergency, crisis or calamities. Public bodies’ organisation and structure are thus examinated under the ‘extraordinarity’ perspective. During the course, some specific legal emergency topics of special interest will be analysed. At the end of the course students will be able to understand the ‘emergency administration’ and its main critical aspects, with special attention on the procurement perspective.

Governmental secondary legislation
Administrative rulemaking
General administrative acts: planning, directives and emergency ordinances. Civil Protection ordinances
Part II – Organisational issues
Public bodies, legal persons, internal structures. Organisational models.
The State as a public body. Central and local branches of the State. National structures of the civil Protection
Local government: functions and powers. The local civil protection

Inter- and Intra- relations in public administration

Power, procedure and decisions
Administrative discretion
Individuals facing public power: subjective rights and legitimate interests. Non-citizens positions.

Didactic methods

Lectures and discussion of controversial cases

Learning assessment procedures

Oral exam.
Students attending at least 75 per cent of the lessons will prepare the exam on lesson notes and material available on the Moodle platform.
Non attending students will prepare the exam on selected chapters of the textbook.

Students with disabilities or specific learning disorders (SLD), who intend to request the adaptation of the exam, must follow the instructions given HERE

Evaluation criteria

The assessment will be based on the following criteria:
- the depth and breadth of knowledge gained;
- the property of language;

- the analytical and argumentative capacity;
- the capacity for critical reflection.

The mark will refer to the oral exam. The final assessment is expressed in 30ths.
