Learning outcomes

This course provides conceptual and methodological tools for analysing and interpreting the institutional role, organization and functions of Italian regional and local authorities. By presenting and discussing the legal foundations of the Italian local autonomies system, the course aims at enabling the students to master the legal institutes which characterize a system of local autonomies.

Program

The program consists in two parts, respectively concerning Italian regional and local authorities.
Part one: History and evolution of the relationship between the State and the Regions -- The law-making function of the Regions after the Titolo V reform in 2001 -- The law-making power of the Regions according to Constitutional Court case law -- The administrative functions of the Regions and the Principle of Subsidiarity.
Part two: The subjects of the local administration -- The administrative bodies -- The main functions of the local autonomies system -- The citizens and the local administration -- The local administration and its relationships with the State and the Regions

Course organization
Attending students. Frontal lessons by the teacher will provide basic concepts and implementation tools; exercises will be added concerning relevant court judgments. Furthermore, students will discuss case studies in class and thus show their learning progress.
Students can talk to the teacher in established office hours (see webpage). Attending students will receive the class schedule at its inception.
Non attending students. The teacher will assist them in their studying recommended readings.

Examination Methods

The exam consists in a single talk concerning the whole program, aiming at ascertaining:
- the degree of acquaintance with the relevant knowledge;
- the language mastery
- the ability to link different aspects of the acquired knowledge
- the analytic and argumentative competence
