KNOWLEDGE AND UNDERSTANDING
• knowledge to plan, organize and evaluate interventions in the field of social policies

SPECIFIC OBJECTIVES The social care reform considers programming as the key tool for the governance of social and health policies. The course, therefore, will have more objectives: to provide knowledge in terms of methodologies for collecting and analyzing complexity problems (use of indicators for programming and evaluation also within the system of accredita-tions of excellence); methods and techniques of socio-economic planning that can support innovation in social inter-ventions; the ways in which design becomes an advanced central competence of the professional social work (network coordination functions, case management, reporting techniques, fundraising techniques). Through the construction of a project protocol on a case of social intervention, the teaching aims to provide the conceptual basis for the evaluation of intervention projects or complex service organizations. .

MM: PROGETTAZIONE INTERISTITUZIONALE
MM: LESSONS The assistance reform sees the programming as the fundamental tool for the governance of territorial social and health and social policies. In the last decade, the work of social workers has been hit by various factors of complexity. They will be the contents of the lessons: - the transformation of welfare systems, characterized by the co-presence of networks of actors (public and private) oriented by values ​​and interests, sometimes in conflict with one another; - the multidimensional nature of the social problems they see in plans and projects as tools for integrating welfare policies (relations with the private social sector, integration between social and health care, corporate, municipal and community welfare, etc). - the appearance of problems of particular social urgency (eg migrations, environmental disasters, family transformations and new marginalization, new forms of dependency, etc.), extraneous to the codes of traditional policies.
MM: EXERCISES The new complexity scenarios analyzed during the lessons require rethinking in the advanced training of the social worker. They will constitute the contents of the exercises. In particular, reference will be made to: - methodologies for reading complexity problems (use of indicators for planning and evaluation); - design methods and techniques that can support innovation in social interventions (network logics; impact assessment; sense co-construction among stakeholders); - the methods through which the design becomes a central advanced competence of the professional social service (network coordination functions, case management, reporting techniques, fundraising techniques).

MM: RICERCA E VALUTAZIONE SUI SERVIZI
The program will have as main object the indicators to be used in the evaluation of intervention projects or complex service organizations, consistently with the other two modules. In particular: ex post evaluation (times, objectives, methods, techniques) and its positioning with respect to the timeline of the overall evaluation of a project / program; impact assessment and its positioning with respect to the timeline of the overall evaluation of a project / program (gross and net impact); objective and subjective indicators, statistical / non-statistical, complex; complex concepts and indicators; indicators and indices; measurement techniques and tools for ex post and impact assessment; analysis of evaluation protocols: strengths, weaknesses, errors, use of social research techniques, choice of indicators. In addition to the texts reported, other study materials will be provided by the teacher and / or will be given indications on how and where to retrieve the most updated tools and documents from the indicators presented and used during the lessons.

MM: LESSONS Topics - Scenarios and paradigms of programme-evaluation strategies in health and social environment - Accreditation, certification and excellence quality - Research models and types of evaluation: ex-ante, in-itinere; ex post evaluation - Ex-ante evaluation techniques (I.E. Delphi, focus groups, brainstorming, SWOT) - In itinere evaluation organisation - A framework for evaluation protocol construction and implementation The topics seen above will be met through the following didactic strategies Lessons: these will be relative to objective a), in synergy with the laboratory activity of this module as well as in accordance to the other modules of this course (Research and Social Work) will concur in meeting objectives c) and d) following the guidances of the Dublin Descriptors. MM: EXERCISES All theoretical topics will be translated into practice during the present part of the programme, that we recall below. Students will be organized in small groups each of which will work on a specific social work programme (created and designed by the same students). The present module will be relative to the design of the evaluation project, en.ante and in itinere evaluation in particular.

Examination Methods

The exam will consist of:
a) a written test (1-2 open questions) for the theoretical part for each module;
b) a project / protocol built by the student for the practical exercise according to the teacher's instructions;

The written test will take place on the same dates and classrooms simultaneously for all three modules, through a single form;
the protocols of the practical test, which the student will deliver by e-mail, will be evaluated by the teacher of the module for the specific part and, subsequently, in a collegial manner for the entire work.
The overall grade of each module will consist of the average between the grade of the written exam and that obtained on the protocol of the practical test; the weighted average of the votes obtained on the three modules will be verbalized on the electronic booklet as the overall grade of the course.
Written test of the three modules and evaluation of the three protocols must be passed by the student within the same exam session. If the student does not obtain a sufficient assessment in one of the three modules, he must redo the written test of all three at the next session of the same session, or in another session.
The three protocols of the practical test must be sent to the teachers during (and not beyond) the expiry of the session within which the student will sustain the written test.
Students who will take the written test in the first session of this AA (June 2020) will be able to deliver and evaluate their protocols also (but not beyond) the autumn session, keeping the grade obtained in the summer session valid. If this does not happen, at the first useful session (in this case January / February 2021), the student will have to redo the written test.
In relation to the situation resulting from the Coronavirus emergency, the above examination modalities are modified for the 2020 summer session, in accordance with the university indications, as specified below: ORAL EXAMINATION IN TELEMATIC MODE IN REPLACEMENT OF THE WRITTEN EXAM.
The indications for the protocol project remain unchanged.
