Learning outcomes
The course aims to offer specific knowledge in order to understand the structure and functioning of public administration in case of emergency, crisis or calamities.
Public bodies’ organisation and structure are thus examinated under the ‘extraordinarity’ perspective.
During the course, some specific legal emergency topics of special interest will be analysed.
At the end of the course students will be able to understand the ‘emergency administration’ and its main critical aspects, with special attention on the procurement perspective.
Program
The course programme is divided in three main parts and a ‘Focus’.
Part 1: The organisation and functioning of public administration. Revision of the basic notions of administrative procedure, decisions and judicial control.
Part 2:
- Public bodies and prevention of risks and emergencies.
- The public administration of emergency: the civil protection organisation. Prevention, precaution and risk planning.
- Administrative procedure in emergency situations and extraordinary public powers. Procurement
Part 3:
- EU administration: structure and functions.
- EU administrative procedures
- EU emergency administration
Focus: The administration of migration flows.
Government, agencies, procedures, decisions and justice.
The EU intervention: problems and challenges.

Examination Methods
Oral exam. The exam aims to ascertain the knowledge of the subject–matter acquired in the three parts of the programme and the understanding of the topics covered.
Marks are expressed in thirtieths.
