SPS/03 - HISTORY OF POLITICAL INSTITUTIONS

Learning outcomes

The course aims at acquiring knowledge on the origins, structure, mode of operation and change of modern political institutions
(Parliament and Government) of the Italian constitutional history during the 'long' nineteenth century (until 1914 and just beyond). The student will be led to reflect on the continuity and / or discontinuity lines traceable in the Italian history.
At the end of the course, the student will be able to: to know how it happened in our peninsula (and before in the Kingdom of
Sardinia) the transition from a form of absolute government to a constitutional; to have enough knowledge of the letter of the Albertine Statute and the extent to which its determinations remained at the basis of the constitutional (monarchical) form of government of the Italian Kingdom; to reconstruct the relationship between the parliamentary and the monarchical institution during the constitutional era; to understand the concrete functioning of the bicameral representative system of the Kingdom of Sardinia before and then of the Kingdom of Italy; to understand the importance of the electoral system as the cornerstone of a political system.

Prerequisites:
No basic knowledge and/or skill is assumed by the student, but only the propensity to look at Italian historyFrom the "special" point of view of political and institutional history.

Contents:
Title: Constitutional dualism between parliament and government in the constitutional monarchy of the Kingdom of Italy (1848-1922)

Contents: In the course the period from 1848 to 1922 is dealt with. The time period taken into account is that which goes from establishing 1848 in Piedmont of the modern representative system, from where 1861 it will be extended to all the newly established Kingdom of Italy, until the ascension to the power of fascism. A particular attention will be paid to the main elements of the political-constitutional system and in particular the relations between parliament and government in the letter of the Albertine Statute on one side and in the political-constitutional reality of the Italian constitutional monarchy of the liberal era on the other.

Teaching Methods:
The course will take place through frontal lessons.The lecturer will also illustrate official sources such as laws, ordinances, parliamentary acts. The student may submit to the attention of the teacher his critical reflections on the subject of the lessons.

Verification of learning will take place for the attending student through an oral exam on the text of R. Martucci indicated in the n.1 of the bibliography.
For not attending students, verification of learning will consist of an oral exam on Martucci's text and also on one of the two texts given in the bibliography to numbers 2) and 3).
