Learning objectives
The course considers Italian public law, seen from the perspective of international law and European integration.
The main teaching objective of the course is to provide students, through the use of the appropriate legal lexicon, with the knowledge of the principles, rules, institutions and basic concepts of the discipline, which are also reflected in the courses’ study plan of subsequent years, and to teach the fundamental functioning mechanisms of public institutions in contemporary society highlighting the relationships between the various organs of the state and the evolutionary relationship between public powers, freedoms and social rights. Particular attention is also dedicated to the formation of decisions on public policies. By studying the sources of law, the techniques for their interpretation and by giving them effectiveness in Italian legal system, as well as setting up the procedures to take the decisions of the various public authorities. At the end of the course the student acquires the essential tools to understand how to approach critically the role and function of public law in the Italian political-institutional framework, in the international and European context as well as to understand the origin and meaning of the most important public policies and their concrete implementation.
At the end of the course, the student will have to demonstrate knowledge of the main legal categories of public law, to be able to recognize and identify the sources at the origin of the applied rules, to understand and evaluate the regulatory texts and judgments relating to the topics addressed, to be able to apply the acquired knowledge to concrete cases (with particular reference also to current political-institutional events) and to support one's theses with appropriate language and arguments.
Prerequisites and basic notions
No previous legal knowledge is required.
Program
The course considers Italian public law, seen from the perspective of international law and European integration. The program of the course is therefore aimed at first acquiring knowledge of the principles, rules, institutions and basic concepts of the discipline, which are also reflected in the teachings of the following years, and at making them learn the fundamental functioning mechanisms of the institutions. in contemporary society, highlighting the relationships between the various organs of the state and highlighting the evolutionary relationship between public powers, freedom and social rights. Particular attention is therefore dedicated to the formation of decisions on public policies. Furthermore, through the study of the sources of law, of the techniques for their interpretation and to give them effectiveness in our legal system, as well as of the procedures prepared for taking the decisions of the various public authorities, the study program intends to acquire the essential tools to understand how to approach critically the role and function of public law in the Italian political-institutional framework, in the international and European context, as well as to understand the origin and meaning of the most important public policies and their concrete applications.

Didactic methods
To allow students to acquire the skills indicated, the topics in the program will be treated with lectures characterized by the use of slides concerning not only the theoretical profiles of the subject but also the most significant reference regulatory texts and the essential case law. which is associated with them. The didactic material, made available in the e-learning space of the course, constitutes the essential support also for female students and students who are in isolation due to positivity to Covid and also for female students and students who find themselves in situations Particularly frail, especially if unable to attend lessons due to disabilities, or with learning disabilities.
Learning assessment procedures
The exam will be based on the reference texts indicated in the Bibliography (Leganto). The assessment tests will take place in written form and will consist of three questions proposed by the examining Commission, evaluated out of thirty. Candidates will have a total of 60 minutes and no more than 30 lines to answer each question. No oral integration of assessment tests is foreseen.
Evaluation criteria
The exam will be aimed at ascertaining:
• knowledge of the topics on the program;
• the ability to present them with an appropriate legal lexicon;
• the ability to connect the acquired knowledge in a systemic form;
• analytical and argumentative skills;
• the ability to apply the logical-legal schemes that can be deduced from the topics covered and, in particular, from the jurisprudential cases dealt with in the course.
Criteria for the composition of the final grade
The final grade will take into account any oral reports made by the participants during the course.
